To keep your business information system the most efficient, take a look at the system you use to manage the renewal process with your customer. If you can add a sales rep to that record, and maybe a commission amount ($ or %), then you might be able to produce a custom report that gives you what you want. At the very least, you could come up with who gets commissions and when.
If you use Act!, you could track customers, information about policies and there is an add-on called abacus that allows fields to calculate from other fields (http://www.actpresentation.com/abacus.shtml). It runs about $65. You could then make a custom report.
Doing a quick search on the internet I found some pay programs, but they were mostly $400 and up. Otherwise, the shareware and freebies were in excel.
